EARLY CHILDHOOD COMMUNITY NETWORKS
The Children's Coalition serves as the Lead Agency for the Early Childhood Community Networks in Richland, Morehouse, East Carroll and Ouachita parishes. As the Lead Agency the Children’s Coalition:
Each network includes all publicly funded early childhood programs within the parish. This includes Type III licensed child care centers, public school pre-school programs, Head Start, Early Head Start and private schools participating in the Nonpublic School Early Childhood Development (NSECD). The program partners in each parish work together to ensure access to high quality publicly funded early childhood programs.
- Coordinates Early Childhood and Pre-K Enrollment
- Conducts administrative functions on behalf of the Louisiana Department of Education
- Coordinates CLASS observations assuring that accurate observations are conducted for all Toddler and Pre-K classrooms

READY START RICHLANDThe goal of the RICH Network is to make high-quality, early care and education available to all eligible children in Richland Parish, so they enter kindergarten healthy and ready for success. Part of that goal is to also help families make the best choices for their early learner's education, and to be involved in supporting their child's early development.

READY START MOREHOUSEThe Morehouse Parish Early Childhood Community Network wants MORE for the children of Morehouse parish. The network includes all publicly funded early childhood programs in Morehouse Parish, by working together these programs hope to make high quality early care and education available to all children in Morehouse Parish so that all children will enter kindergarten healthy and ready for success.

OUACHITA PARISH EARLY CHILDHOOD NETWORKOPENetwork’s goal is to make high quality early care and education available to all children in Ouachita Parish and that all children will enter kindergarten healthy and ready for success. OPENetwork works to help families to make the best quality choice for their child’s early care and education and to be involved in supporting their child’s early development.

EAST CARROLL EARLY CHILDHOOD NETWORK |
COORDINATED FUNDING REQUEST
As the Early Childhood Lead Agency for Morehouse Parish, Richland Parish, Ouachita Parish, and East Carroll Parish the Children’s Coalition for Northeast Louisiana intends to request funding from the Louisiana Department of Education to fund existing and additional four-year-old seats for LA 4, NSECD and LA B-3 to fund spots in quality early childhood centers for in-needs Infants, Toddlers and Three year old children through the Preschool Development Grant funds. These funds requested are for the 2021-2022 school year.
Please review the proposed Coordinated Funding Requests. Comments are welcomed by both the Early Childhood Program Partners from Ready Start Morehouse, Ready Start Richland, OPENetwork, and East Carroll Early Childhood Network as well as from the community at large. Comments can be submitted to [email protected] prior to February 1st 2021.
Each publicly funded early childhood program was provided equal opportunity to complete the coordinated funding request application for their network. Funds were requested for eligible programs.

- NSECD - program must not be a public school, must be rated proficient or higher on early childhood performance profile, use Tier 1 curriculum and have certified lead teachers.
- PDG - must serve infants, must be rated proficient or higher on early childhood performance profile, use Tier 1 curriculum and have certified lead teachers.
