Bayou Life Magazine | Teen dating violence (TDV) is a type of intimate partner violence. It occurs between two people in a close relationship. Tenn dating violence, as referred to as "dating violence," can take place in person or electronically, such as repeated texting or posting sexual pictures of a partner online without consent. Unhealthy relationships can start early and last a lifetime. Teens often think some behaviors, like teasing and name-calling, are a "normal" part of a relationship - but these behaviors can become abusive and develop into serious forms of violence. However, many teens do not report unhealthy behaviors because they are afraid to tell family and friends.

Richland Today | ​The Children’s Coalition is making childcare openings available in Richland Parish for children ages birth to three whose families meet eligibility requirements. 

Parents are faced with countless challenges because of the current pandemic, accessing quality child care should not be one of them.

Parents must meet an income requirement as well as provide required documentation when applying, and can apply directly to Little Feathers Daycare in Rayville or Tender Touch Nursery II in Mangham.

According to the Louisiana Policy Institute for Children, two out of three children ages birth to five in Louisiana have both parents or their single parent in the workforce. Increased access to reliable, quality early care and education is necessary to ensure long term economic recovery and the Children’s Coalition is here to help.

Every three years the LDOE requests that child care providers across the state complete the Market Rate Survey (MRS). The MRS helps determine the true costs of high quality child care and provides the Department with localized data used to determine the state’s child care reimbursement rates. You may remember completing this year’s Market Rate Survey. However, due to COVID-19, the Department must collect new data. Therefore, the Department is releasing a new Market Rate Survey that will close on October 30.

LOUISIANA FAMILIES HAVE ONE WEEK REMAINING TO APPLY FOR BENEFITS FROM SCHOOL MEALS MISSED WHEN CAMPUSES CLOSED IN 2019-2020

Louisiana families have one more week to apply for financial benefits from free and reduced-price school meals missed when schools closed in 2019-20 due to the pandemic. Eligible families who did not apply for the Pandemic Electronic Benefit Transfer (P-EBT) program in May and June can take advantage of the second application window that will remain open until September 29 at 5 p.m. This second application window for 2019-20 benefits opened September 8. 

​Families of children who normally receive free or reduced-price meals are eligible for the program. This includes all children who attend a Community Eligibility Provision school where all students receive free and reduced-price meals regardless of income. This second application period of the 2019-20 P-EBT is only for families of the estimated 264,111 students who did not apply to receive P-EBT benefits during the initial window in the spring. When the original application window closed June 15, the families of nearly 470,800 eligible children had signed up to receive benefits.

These one-time benefits, which total $285 per child, equate the cost of meals for the 50 days schools were closed in the spring because of the pandemic, from the onset of statewide school facility closures in March through the end of the 2019-20 academic year. Parents who applied for free meals in May, after the P-EBT program was announced, will receive $91.20 per eligible child, which covers the cost of meals for 16 school days in May.

​Families must apply if they wish to receive the benefits. The application is available in a P-EBT portal on the Louisiana Department of Education website. The deadline to apply is September 29 at 5 p.m. The online application is simple, requiring only a name, address, date of birth, school district and school. Social security numbers, while helpful, are not required. The information submitted by the family, however, must exactly match the information on file with the school system in order for the application to successfully submit.

Once families complete an application in the portal, the computer system will notify them of their successful submission. Upon verification, the Louisiana Department of Children and Family Services will then request a P-EBT debit card for the household to be loaded with a one-time benefit. Applicants can expect their cards within 30 days of their application. Benefits will be available for 365 days.

P-EBT is different from the Supplemental Nutrition Assistance Program (SNAP), which is issued on a Louisiana Purchase EBT card to approved low-income households. However, the P-EBT card can be used to purchase the same eligible food for the household as can be purchased with a SNAP card. All SNAP families with qualifying students are also eligible to receive P-EBT benefits if they apply, and P-EBT also is available to non-SNAP families if they meet the P-EBT guidelines.

P-EBT is not related to loss from Hurricane Laura. Eligibility is solely based on student participation in the free or reduced-price meal program.

Louisiana was approved by the federal government to offer the P-EBT program on May 15, and the original online application launched on May 18. At that time, 611,430 children were deemed eligible. After the program began and additional families applied for free and reduced-price meals, the number of eligible children increased to 729,507.

Various factors could have influenced the number of families who were eligible but who did not submit an application. Unlike other states offering the federal program, for example, Louisiana could not automatically provide benefits to eligible families because of the state's restrictive data privacy laws for students, so every eligible family was required to submit an application. In addition, Louisiana has a large number of Community Eligibility Provision schools at which every child, regardless of their family's income, receives free and reduced-price meals at school.

The P-EBT program was authorized by Congress in the Families First Coronavirus Response Act of 2020. In obtaining federal approval for P-EBT, Louisiana joined more than 22 other states participating in the program.

Families who need food assistance can also call 211 to inquire about food pantries and other available resources in their communities. 

LDOE and DCFS are partnering with numerous non-profit organizations to connect these benefits with eligible families who did not apply for the program during the original application period. Those organizations are Feeding Louisiana, Food Research & Action Center,  Louisiana Association of United Ways, Louisiana Budget Project, Louisiana Partnership for Children & Families, Share Our Strength/No Kid Hungry America and Share Our Strength/No Kid Hungry Louisiana.

CHILD PASSENGER SAFETY WEEK SEPTEMBER 20TH - 26TH

The U.S. Department of Transportation’s National Highway Traffic Safety Administration’s (NHTSA) primary goal for child passenger safety is to make sure all parents and caregivers are correctly using the right car seats (rear-facing car seats, forward-facing car seats, and/or booster seats) or seat belts for their children’s ages and sizes.
 
During Child Passenger Safety Week, being held September 20-26, 2020, many communities will have certified Child Passenger Safety Technicians on hand to provide free education on how to use car seats, booster seats, and seat belts. Technicians will help educate consumers about choosing the right car seat for a child, installing that seat correctly in their vehicle, and using that seat correctly every time. They can also discuss the importance of registering that car seat with its manufacturer, and what to expect if the seat is subject to a safety recall. The week concludes with National Seat Check Saturday on September 26, when certified Child Passenger Safety Technicians across the country will be available at car seat safety check events to offer advice and instruction to parents and caregivers.
 
KEY STATISTICS
Lives lost and injuries
  • Car crashes are a leading cause of death for children.
  • Every 32 seconds in 2018, one child under the age of 13 in a passenger vehicle was involved in a crash.
  • From 2014 to 2018, there were 3,315 children under 13 killed while riding in passenger vehicles. Fatalities decreased from 2017 to 2018, a continuation of the 2016-2017 fatality decrease, which marked the first decrease since 2014.
  • On average, nearly two children under 13 were killed every day in 2018 while riding in cars, SUVs, pickups, and vans.
  • From 2014 to 2018, there were 1,158 “tweens” (8 to 12 years old) killed in passenger vehicles. 
  • In 2018, the 8-to-12 age group had the highest number of fatalities (222) among children in passenger vehicles. In 2017, the <1-to-3 age group had the highest number of fatalities at 249, or 37%, with a decrease to 219 (35%) in 2018.
  • In 2018, approximately one-third (33%) of children under 13 killed in passenger vehicles were not restrained in car seats, booster seats, or seat belts.
  • Of the children under 13 involved in crashes in 2018, an estimated 14% were injured.
  • From 2017 to 2018, the number of children under 13 injured in a crash remained steady.
  • Statistically, more crashes occur during “school hours” (during the day, Monday through Friday).
 
Car seats, booster seats, and seat belts save lives
  • In 2017, among children under 5, car seats saved an estimated 312 lives. A total of 371 children could have survived if they had been buckled up 100% of the time.
 
Car seats work best when used correctly
  • In passenger cars, car seats reduce the risk of fatal injury by 71% for infants and by 54% for toddlers. For infants and toddlers in light trucks, the corresponding reductions were 58% and 59%, respectively.
  • Most parents are confident that they have correctly installed their child’s car seat, but in most cases (59%), the seat has not been installed correctly.
  • According to NHTSA data, in 2015, about 25.8% of children 4 to 7 were prematurely moved to seat belts, when they should have been riding in booster seats.
 
Child passenger safety laws
  • For the past 30 years, all 50 states, the District of Columbia, and all U.S. territories have had laws requiring children to be secured in the appropriate car seats or booster seats for their ages and sizes while riding in cars.
  • States now require children to ride in appropriate car seats or booster seats until as old as age 9.
 
Remember
  • Remember to read and carefully follow the installation instructions included with a car seat, as well as the vehicle owner's manual. Failure to do this can lead to incorrect installation, exposing a child passenger to the risk of injury or death in a crash.
  • All children under 13 should always ride in the back seat.
  • Tethers should always be used for forward-facing car seats.
 
For the purpose of this information, the following terms and definitions are used:
  • “Children killed/injured in car crashes” are defined as passenger car, van, pickup, and SUV passengers under 13 years old killed in motor vehicle traffic crashes; and
  • “Tweens killed in car crashes” are defined as passenger car, van, pickup, and SUV passengers 8 to 12 years old killed in motor vehicle traffic crashes.

CHILDREN’S COALITION PROVIDING BASIC NEEDS TO MIDDLE SCHOOL STUDENTS

Middle school students are faced with many challenges, having the products to maintain their hygiene shouldn’t be one of them. The Children’s Coalition for Northeast Louisiana has received a grant from Sam’s Club Store No. 8237 in Monroe to provide middle school students in Monroe City Schools with the basic supplies they need.

Items such as deodorant, combs, feminine hygiene products have been provided to middle schools so students can focus on learning. This is a new initiative was supported by students at ULM, who donated bags for distribution.
Counselors and teachers at Martin Luther King Jr Middle School, Carroll Junior High, and Lee Junior High will assist students in securing additional items as needed.

The Children’s Coalition Youth Advocate Sydney Canfield says, “We are excited to help fill the needs of our middle school students this coming up year. Students should not have to worry about how they will find these items, they can now focus on learning in a safe and healthy environment.”
