BESE AWARDS $30 MILLION TO READY START NETWORKS TO KICKSTART LA BIRTH TO THREE + EXPAND ACCESS TO HIGH-QUALITY EARLY CARE + EDUCATION

The Board of Elementary and Secondary Education (BESE) approved the allocation of more than $30 million to communities to fund 2,970 seats in child care for children birth through age 3 (B-3) for the 2021-2022 school year. Along with sustaining the 660 B-3 seats allocated last year, the move to kickstart LA B to 3 with federal funding includes the creation of 2,310 new B-3 seats. These seats are awarded to 22 Louisiana communities, all of which are Ready Start Networks. These networks are local community pilots tasked with improving access to quality early childhood care and education.
 
“I applaud our BESE members for this critical investment in our children and our state,” said State Superintendent of Education Dr. Cade Brumley. “These funds will remove the financial barrier that exists for thousands of Louisiana families and allow them to provide their children with high-quality early childhood care and education.”
 
This funding allows eligible families to receive tuition-free seats if they are at or below 200% of the Federal Poverty Level and working or attending school or actively seeking employment. Through a combination of Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) and Preschool Development Birth through Five (PDG B-5) Renewal Grant funding, BESE awarded a total of $30,193,636 during its April meeting. 
 
“It is critically important to expand access to quality early childhood learning throughout Louisiana,” said BESE President and Early Childhood Care and Education Commission member Sandy Holloway. “The allocation of these federal dollars will support the work of local Ready Start Networks to engage and serve more of our state’s youngest learners, boost child care options for families and make a significant impact for those in greatest need of assistance.”
 
Ready Start Networks will offer B-3 seats in partnership with Type III child care centers rated Proficient or higher and in classrooms with teachers who have or are on the path to earning the Early Childhood Ancillary Certificate (ECAC). This funding will also allow networks to support the quality of the classroom where the seats are located, through measures such as educator professional development or tier 1 curriculum and classroom material purchases.
 
"The Vermilion Parish Early Childhood Network is overjoyed to have been granted funding to support additional birth to 3-year-old seats for our community,” said Vermilion Parish School System Early Childhood Supervisor Lola Thomas. “This will provide families in areas across our parish who have few options for early care with the chance to access quality education and care for their children. "
 
This marks the second year of the B-3 seats pilot. In the 2020-2021 school year, the Department funded 660 seats in thirteen Ready Start Networks using PDG Renewal Grant funding. The recent CRRSA Act funding allows the pilot to nearly double the number of communities receiving seats in 2021-2022, quadrupling the total number of children served. 
 
In Louisiana, even prior to the pandemic, fewer than 7 percent of in-need children birth to two years old, and less than 33 percent of three year olds have access to high-quality child care. The federal stimulus packages provide a bridge to 2024 and an opportunity to address these access challenges in the short-term. However, there must be state and local efforts to sustain these seats no later than 2024 to meaningfully expand access to high-quality early care and education options for families in every parish in the state in the long-term. As part of that work, Ready Start Networks will create funding and sustainability plans to help ensure the tenability of these seats beyond the timeframe of the grant.
 
Participating Ready Start Networks in year two of the B-3 seats pilot program are Caddo Parish Schools, Calcasieu Parish Schools, East Baton Rouge Parish School Systems, Iberville Parish Schools, Jefferson Parish Schools, Lafayette Parish School Systems, Lincoln Parish Schools, Delta Community Action Agency (lead agency for Madison Parish), Children’s Coalition for Northeast Louisiana (lead agency for Morehouse and Richland Parishes), Natchitoches Parish School Board, Agenda for Children (lead agency for Orleans Parish), Rapides Parish School Board, Sabine Parish Schools, St. Charles Parish Public Schools, St. Landry Parish School Board, St. Mary Community Action Agency, Inc., Tangipahoa Parish School System, Vermillion Parish School District, Washington Parish School System, Webster Parish School Board and West Baton Rouge Parish School Board.

The purpose of Center Improvement Grant is to provide centers with funding to make needed improvements to the physical environment of the learning space or purchase needed learning materials that will improve the center’s indoor and outdoor learning spaces. We awarded 15 Family Child Care Providers and 35 Child Care Centers with this grant.

VALENTINE'S DAY FAMILY FUN RECIPE

​For your family dinner try something easy like pizza or tacos. Here is a creative twist with Tacos on a Stick!
 
Ingredients:
  • 1 envelope taco seasoning
  • 1 cup tomato juice
  • 2 tablespoons canola or avocado oil
  • 2 pounds beef top sirloin steak, cut into 1-inch cubes
  • 1 medium green pepper, cut into chunks
  • 1 medium sweet red pepper, cut into chunks
  • 1 large onion, cut into wedges
  • 16 cherry tomatoes
  • Salsa con queso or sour cream, optional
 
Directions:
  1. In a large shallow dish, combine the taco seasoning, tomato juice and oil; mix well.
  2. Remove 1/2 cup for basting; refrigerate. Add beef and turn to coat.
  3. Cover; refrigerate for at least 5 hours.
  4. Drain and discard marinade from beef.
  5. On metal or soaked wooden skewers, alternately thread beef, peppers, onion and tomatoes. Kids love to help with this step!
  6. Grill, uncovered, over medium heat for 3 minutes on each side.
  7. Baste with reserved marinade.
  8. Continue turning and basting until meat reaches desired doneness, 8-10 minutes.
  9. If desired, serve with salsa con queso or sour cream.

PROGRAM CHANGES ENABLE MORE WORKING FAMILIES TO AFFORD AND QUALIFY FOR CHILD CARE ASSISTANCE

The Louisiana Department of Education announced changes to the Child Care Assistance Program (CCAP), which provides federal funds to help low-income working families pay for child care. The changes, approved during today’s Board of Elementary and Secondary Education meeting, enable more Louisiana families to afford and qualify for child care assistance. 

​Effective February 1, 2021:
  • CCAP daily reimbursement rates will be increased to reflect the state’s current market rates for child care, significantly reducing out of pocket cost for working families and increasing family choice.
  • Income eligibility will be increased to 65% of the State Median Income (SMI) in order to align with other child care programs, allowing families to make more income and still qualify for child care subsidy (CCAP).
  • Providers will be reimbursed at the state’s newly established daily reimbursement rate irrespective of their own rates to assist with paying toward the true cost of quality child care.

“To reach our goal of ensuring all students are ready for kindergarten, it’s vital that we increase access to high-quality child care for Louisiana’s most vulnerable children,” said State Superintendent of Education Dr. Cade Brumley. “This shift puts higher quality programs within the reach of families who need them.”

Historically, families receiving child care assistance have been limited in their options by what they can afford with the help of child care assistance. Current CCAP reimbursement rates provide access to approximately one in four centers. The rate increase will allow CCAP-eligible families to choose between three in every four centers. This change will help ensure that more low-income families that are working, in school or actively seeking work can access high-quality child care for their children.

This will expand options for families who couldn’t previously afford the gap between what a provider charged and what the state pays, and thereby, open the door to families who could not previously afford child care at all.

“These necessary updates to the CCAP program help to address the real financial needs of low-income families regarding child care,” said BESE President Sandy Holloway. “Raising the reimbursement rates and expanding income eligibility will greatly increase the number of quality child care options for more families across the state that need assistance, and that ultimately leads to more children being prepared to learn on day one of kindergarten.”

“The proposed changes to the CCAP rates are one of the most significant and impactful measures we can take that will have lifelong impacts on our youngest learners,” said Alan Young, Owner of Southland Park Learning Center and Early Childhood Advisory Council Member. “These proposed changes will provide families access to additional high-quality early learning centers,ensuring every child is ready to learn when they enter kindergarten.”  

"The Louisiana Policy Institute for Children applauds the Louisiana Department of Education and BESE for making the necessary changes to both the reimbursement rates and eligibility criteria of the Child Care Assistance Program,” said Louisiana Policy Institute for Children Executive Director Dr. Libbie Sonnier. “These changes will help more Louisiana families get back to work to support our economy as well as support the growth and development of young children entering kindergarten ready to learn.” 

The income eligibility for CCAP is being increased to approximately 200% of the federal poverty level or $43,440 for a family of three. Along with making child care affordable for more families, this change also better aligns CCAP’s income eligibility with other early childhood programs like LA 4. 

​The policy changes are part of a broader effort by the Department — in collaboration with BESE, child care providers, advocates and families — to unify the system of early childhood education and to prepare all children for kindergarten by increasing access to and affordability of child care statewide.

LAST CHANCE TO EARN CREDIT: SRTC DONATIONS NEEDED BY DECEMBER 31

​The Children’s Coalition for Northeast Louisiana is a charity organization devoted to seeing to the health and development of local children. With over 20 different programs across northern Louisiana, members of the Children’s Coalition work tirelessly to see that all the needs of local children are met. As a Louisiana Child Care Resources and Referral Agency, the Children’s Coalition is authorized to receive donations through the School Readiness Tax Credit program. The SRTC program allows local businesses to support the Coalition with charitable donations and receive dollar-for-dollar credits on their state taxes, up to a maximum amount of $5000. These donations help the Coalition expand its early education programs, many of which focus on the development of children under 5 years old.

The deadline to receive tax credits is fast approaching; all donations must be postmarked by December 31, 2020, in order to process them for next year’s tax return. This is an excellent opportunity for local businesses to support their community, help low-income families access education resources, and receive a sizable break on their taxes. Research has shown that children under age 3 absorb information at an incredible rate compared to even just a few years later. Seeing to children’s development at a young age helps them develop critical thinking and social skills. Businesses that donate through the SRTC program can actually see their tax dollars put to use in the education of local children, and there is no minimum requirement! LOUISIANA TO AWARD $11 MILLION IN FEDERAL FUNDING TO SUPPORT CHILD CARE PROVIDERS DURING PUBLIC HEALTH CRISIS

The Louisiana Department of Education today announced it will award $11 million in federal funding to child care providers. The Louisiana Child Care Assistance Provider (LaCAP) relief grant is designed to help child care providers offset the financial impacts of the COVID-19 pandemic. This fourth and final round of LaCAP grants will support Child Care Assistance Program (CCAP) providers for costs incurred from the pandemic, including balances from the inability of some CCAP parents to pay out-of-pocket costs.

The funding stems from the federal Coronavirus Aid, Relief and Economic Security, or CARES, Act. It is intended to support early learning sites that safely remained open or reopened during this unprecedented time. The deadline for submitting the LaCAP Round 4 Grant application is October 22, 2020.

"This global pandemic further illuminates the need for high quality early childhood efforts across our state," said State Superintendent of Education Dr. Cade Brumley. "While greater funding is needed to close the gaps in access to high-quality child care, these much needed funds will help our centers keep their doors open for the children they are currently serving."

The impact of the pandemic on the child care sector and Louisiana's most vulnerable families is significant. A survey conducted by the Louisiana Policy Institute for Children found the majority of child care providers have reported a loss in revenue. A significant number of child care providers are facing temporary or permanent closures. As child care providers become operational again or remain open, they face additional costs related to increased cleaning and sanitation requirements detailed in the Office of Public Health Guidelines for Child Care and other activities necessary to maintain operations. While this LaCAP grant opportunity is necessary, more financial support is needed to ensure the long-term viability of Louisiana's early childhood system.

Without additional financial support for child care, this pandemic has the potential to further exacerbate the significant gaps in access to high-quality child care in Louisiana. Prior to the pandemic, less than 7 percent of economically disadvantaged children birth through age two and less than 33 percent of economically disadvantaged three-year-olds were able to access early care and education through public funding. Because of the financial impacts of the pandemic, Louisiana child care providers are still at risk of closing their doors permanently, which would be devastating to children, families and Louisiana's economy.

A Blue Ribbon Commission has been studying the needs in early childhood for the past two years. The Louisiana Early Childhood Care and Education Commission has demonstrated the incredible need for increased funding to serve additional children birth through age three in its report, Funding Our Future: LA B to 3. The Commission will convene for a third year beginning this fall and will make recommendations regarding funding for early care and education to the Louisiana Legislature in January of 2021.
